Maximizing training and technical assistance (TTA) effectiveness to transform public health: A utilization-focused process evaluation of the Public Health Infrastructure Grant (PHIG) TTA model

Training and Technical Assistance (TTA) is a widely used model for strengthening public health (PH); however, TTA programs often lack feedback mechanisms critical to improving effectiveness and fostering meaningful transformation. Centers for Disease Control and Prevention’s Public Health Infrastructure Grant (PHIG), a $4.5 billion-to-date infrastructure investment in 107 state, local, and territorial health departments, funds three National Partners to deliver TTA to support recipient health departments. This session will describe PHIG’s TTA process evaluation, an example of utilization-focused evaluation1 (UFE) that has advanced PHIG’s TTA effectiveness and efficiency. Attendees will learn about UFE strategies to enhance TTA: capturing a shared understanding of the TTA model, assessing facilitators and barriers to TTA effectiveness, and leveraging feedback to collaboratively identify opportunities for improving TTA execution. Presenters will describe how these strategies promote shared leadership across evaluation users (those who can use findings), a practical evaluation approach to advance TTA’s impact in PH.
