Collaborative Formative and Summative Meta-evaluation to Strengthen Evaluation Practices among Evaluators and Non-Evaluators

This presentation describes the meta-evaluation activities of a national and large-scale grant-funded center. The center focuses on engaging public libraries throughout the United States to improve health literacy in their diverse communities. Informal formative meta-evaluation, conducted by the internal evaluation team and other center staff, was embedded into the center's work processes. The formative meta-evaluation was especially beneficial in supporting the center's staff's response to shifting program priorities and improving the center's deliverables. Now nearing the end of the center's grant funding, the evaluation team is conducting a summative meta-evaluation to measure the worth and merit of the evaluation activities throughout the center's lifecycle. The presenters will share their formative and summative meta-evaluation methods, including the processes, stakeholder involvement, and use of the formative meta-evaluation findings to improve and refine evaluation activities. The presenters will also share challenges and recommendations based on lessons learned.
