Beyond Evaluation: Strengthening Evaluative Capacity through Participatory Approaches

In 2024, Global Fund for Children (GFC) launched the Global Impact Study to evaluate the impact of GFC’s trust-based funding model and capacity strengthening support on grantee partners, as well as the children, young people and communities they work with. The study, commissioned to Ecorys, employed Peer Participatory Action Research (Peer PAR) and trained grantee partners as co-researchers in efforts to foster shared leadership in evaluation. Participants will see how Peer PAR can be integrated into evaluation practice: from establishing co-researcher teams and co-designing participatory data collection tools to leading data collection and facilitating collaborative sensemaking. The session will discuss how this method has been used to elevate the expertise of grantee partners and uncover nuanced insights about the impact of GFC’s financial and non-financial support that traditional evaluation methods may miss, while providing co-researchers with valuable networking opportunities and skills that can be applied within their own organizations.
