Centering Community Voice to Influence Systems and Policy for Early Childhood Education

How can evaluators support systems change while centering community voice? In this demonstration, we’ll walk participants through two recent evaluations that informed state policy and program decisions while elevating the experiences of those most impacted. One study explored barriers Milwaukee families face in accessing Wisconsin’s child care subsidy, while the other examined how providers used stabilization funding and what challenges remain as that funding sunsets. Rooted in real-world utility and shaped by community priorities, both evaluations were designed to generate actionable insights for system and policy change. Findings have been used by state agencies to inform internal improvements and support advocacy efforts. The reports were intentionally timed and translated into plain language materials for use with legislators and community partners. Attendees will leave with concrete strategies for designing community-guided evaluations that influence systems, resonate with policymakers, and stay grounded in the voices of those most impacted.
