Implementing and Adapting Evaluations In Complex, Shifting Environments

Though the need to adapt and pivot are inherent to all evaluation efforts, many evaluators have recently encountered unprecedented challenges given rapid changes in the funding landscape. Previously planned project goals and activities have changed, uncertainty hinders implementation efforts, arms of the bureaucracy pivot from paralysis to extreme action, and guidance and support from both funders and local stakeholders can be inconsistent. Evaluators are caught in the middle. We are problem solvers who embrace challenges. However, providing meaningful and appropriate evaluation support to core evaluation stakeholders in this context can be daunting. This session provides an opportunity for presenters and participants to discuss experiences encountering these types of challenges, lessons learned, and potential solutions moving forward.
