Rebecca Garvoille, Ph.D., is Director of Organizational Learning and Impact at the American Indian College Fund where she has led the College Fund’s impact and learning program since 2019. She and her team translate insights into action and catalyze culturally responsive organizational learning internally. Specifically, she provides impact evaluation support and measurement expertise to College Fund staff; supervises the design, implementation, and reporting of evaluation research; facilitates organizational learning; and measures the impact of College Fund programs individually and collectively in alignment with the College Fund’s strategic plan. Externally, she and her team work with the 35 accredited tribal colleges across the tribal college system to strengthen their data systems, develop culturally responsive success measures, and implement data informed decision-making. To advance these goals, she and her team work closely with the TCU Institutional Research Collaborative (TCU IRC), the American Indian Higher Education Consortium (AIHEC), and other partners including Achieve the Dream. She and her team are currently working with 29 tribal colleges through the College Fund’s Cultivating Native Student Success initiative to develop meaningful and culturally grounded key enrollment indicators to track their progress towards their strategic enrollment management (SEM) goals. Dr. Garvoille has over twenty years of experience using qualitative and quantitative research to meet organizational needs and advance social equity in the public, private, and non-profit sectors. Prior to joining the College Fund, Dr. Garvoille led and contributed to large-scale social science research and organizational learning projects at BBC Research and Consulting, Denver Zoo, Yellowstone National Park, the Everglades Foundation, and the South Florida Regional Planning Council. She has expertise in impact evaluation, social science research design, culturally responsive measurement and data equity, data visualization, project management, and strategic learning. Dr. Garvoille holds a Ph.D. in Global and Sociocultural Studies from Florida International University.
