Dr. Angelicque Tucker Blackmon is the Principal Evaluator and CEO at the Innovative Learning Center Division of Research and Evaluation in Atlanta, Georgia. She is a highly accomplished STEM Education leader, entrepreneur, administrator, evaluator, and researcher with deep program development, evaluation monitoring and management expertise, leading 29 complex initiatives with a strategic vision toward reports and instrument development, and policy development. She has a Master's Degree in Analytical Chemistry from the Georgia Institute of Technology and a PhD in Educational Research Studies with an emphasis on Science Education from Emory University in Atlanta, Georgia. Her research and evaluation studies focus on measuring the psychosocial and cognitive impacts of STEM education programs on students, faculty, and the broader community. She specializes in studying STEM leadership that promotes success for all students and in developing measurement assessments of STEM leadership using disciplinary and context-specific assessments. She currently serves on the American Evaluation Association Board of Directors. Dr. Blackmon directed the research arm of a $9M center to study STEM leadership and has successfully worked with clients to secure over $26M in funding for impactful STEM education programs. She is proficient in research compliance, with over 35 Institutional Review Board (IRB) applications authored or co-authored to uphold ethical standards in human subject’s research. She is experienced in database design for qualitative and quantitative information management that support data-driven operations. She has authored over 50 technical reports, peer-reviewed publications, and conference presentations illuminating the impact of philanthropic and federal dollars to advance evaluation in measuring the impact of STEM education programming.
