Enhancing Marginalized Perspectives: Fortifying Community Involvement and Leadership within a Drug Court Initiative

This developmental evaluation examines a three-year longitudinal case study of a post-adjudication adult drug court program for non-violent felony offenders with substance abuse disorders (SUD), focusing on program strengths, deficiencies, participants' perceptions, and impact, utilizing mixed methods, including online surveys, focus groups, and interviews. Compared to national drug-court programs, this program demonstrated a higher success rate (60%), with a Wilcoxon signed-rank test reflecting a significant reduction in participants' recidivism rates, creating leaders within their community. A human-centered approach focusing on shared leadership through individualized treatment plans and multi-disciplinary therapeutic models, this utilization-based evaluation also investigates how aligned court, participant, and community-stakeholder needs led to improved mental health for over 95% of participants, enabling them to support others with SUDs, reducing incarceration, and fostering community well-being. Ongoing evidence-based training, accessible housing, and structured post-program support will strengthen program fidelity, elevate marginalized voices, and ensure a more engaged and transformed community.
