Godfrey Senkaba is a seasoned leader in Monitoring, Evaluation, Research, and Learning (MERL) with nearly 20 years of global experience advancing program effectiveness, fostering data-driven decision-making, and strengthening organizational capacity for learning. As Director of Design, Monitoring, and Evaluation (DME) at World Vision Inc., he leads a team that provides M&E technical services to new and active programs implemented across Africa, Asia, Latin America, and Middle and Eastern Europe, ensuring program effectiveness and strategic learning.
His expertise spans large-scale impact evaluations, program design, and adaptive management, with a focus on child-focused development, humanitarian response, food security, and livelihoods. He has pioneered innovative MERL systems, including household transformation tracking in economic empowerment programs, national-level MERL systems and frameworks, and co-developed Salesforce-enabled management information systems to improve evidence-based decision-making and learning.
A recognized thought leader, Godfrey has trained over 200 professionals worldwide, co-developed strategic evidence frameworks, and led initiatives that enhance program accountability and adaptive learning. He is actively engaged in the global evaluation community as a member of the American Evaluation Association and Washington Evaluators, and hosts the Monitoring and Evaluation Boost Podcast. His published works include the chapter “Working Smartly with Assumptions in Programs: Results from a Survey on Assumptions-Aware M&E” (Emerald Publishing, 2025).
Godfrey holds an MSc in Evaluation and Applied Research from Claremont Graduate University (USA) and an MA in Social Sector Planning and Management from Makerere University (Uganda). He is also a Certified Professional Impact Analyst (Queen’s University, Canada) with advanced training in Artificial Intelligence for evaluation.
