Zhina Shen, Ph.D. (she/her/hers)

Dr. Zhina Shen serves as Director of Research and Evaluation at Innovative Learning Center, LLC (ILC), where she oversees the full evaluation lifecycle for national agency-funded STEM education initiatives and leads business development. Dr. Shen earned her Ph.D. in Learning Disabilities and Behavior Disorders from the Department of Special Education at The University of Texas at Austin and holds two M.S. degrees: one in Statistics (College of Natural Sciences, UT Austin) and another in Learning Disabilities and Behavior Disorders (Department of Special Education, UT Austin).

At ILC, she leads evaluation design, survey and interview instrument design and administration, analytic modeling, and data visualization; writes evaluation reports for diverse stakeholders; and supervises evaluation consultants. Dr. Shen brings advanced methodological expertise in randomized controlled trials, quasi-experimental designs, meta-analysis, correlational research, and secondary data analysis, complemented by qualitative inquiry through semi-structured interviews, focus groups, and mixed-methods designs. In addition to her research and evaluation leadership, Dr. Shen also spearheads business development, guiding discovery calls, needs assessments, project scoping, proposal and budget development, partnership formation, and client stewardship from initial contact through award, with attention to pipeline tracking and contracting.
