Brianna Tofel, MPH is Manager of Research and Evaluation at the Texas Health Institute, where she leads mixed-methods evaluations and data-to-action initiatives that strengthen public health infrastructure and capacity. Her work emphasizes collaborative evaluation design, participatory sensemaking, and utilization-focused approaches that connect data to real-world decision-making.
Brianna currently co-leads the CDC-funded Public Health Infrastructure Grant (PHIG) Training and Technical Assistance (TTA) program process evaluation, a national effort examining how institutes, partners, and recipients collaborate to build workforce capacity, modernize data systems, and advance cross-sector partnerships. Through this work, she has developed and refined methods for co-developed sensemaking, rapid-cycle feedback, and adaptive evaluation frameworks that foster continuous learning across systems.
Her portfolio spans statewide prevention programs, multi-agency collaborations, and data capacity-building projects across Texas. She brings extensive experience in evaluation framework design, survey and qualitative tool development, data analysis, and translating findings for diverse audiences.
Brianna holds a Master of Public Health in Health Promotion and Community Health Sciences from Texas A&M University, where she also earned a certificate in Maternal and Child Health Epidemiology. She is passionate about evaluation practices that center relationships, trust, and shared meaning to move learning into action.
